اتسع نطاق جرائم غسل الأموال في السنوات الأخيرة وأصبحت في مقدمة الأنشطة الإجرامية الأشد خطورة على المستوى الدولي. وقد تضافرت عدة عوامل رئيسية تسببت في تشجيع وتسهيل عملية غسل الأموال. ونتيجة لتزايد أنشطة جرائم غسل الأموال، فقد زاد الاهتمام الدولي بمكافحتها والحد من آثارها. وبناء على هذه الجهود تبلورت العديد من الاتفاقيات والمواثيق. وهذا يدل على قناعة دولية بأن التعاون الدولي يمثل شرطاً لازماً وضرورياً لمكافحة هذا النوع من الجرائم التي تمثل أحد التحديات التي تواجه الانسانية بإعتبارها من أخطر الجرائم الاقتصادية.
وقد عملت دولة قطر على وضع استراتيجية وطنية لمكافحة غسل الأموال وتمويل الارهاب وتشهد هذه الاستراتيجية تعاوناً كاملاً بين جميع جهات إنفاذ القانون في الدولة من أجل حماية الاقتصاد والمجتمع من هذا النوع من الجرائم.
ويتناول الكتاب موضوع مكافحة غسل الأموال وتمويل الإرهاب من خلال سبعة فصول. تشمل الإطار العام حول مفهوم هذه الجريمة وتاريخها والمراحل التي تمر بها، وأسباب وآثار غسل الأموال من النواحي الاقتصادية والاجتماعية والأمنية على الفرد والمؤسسات والدولة، ومصادر الأموال المراد غسلها والأساليب التي يلجأ لها مرتكبو هذه الجريمة على مستوى البنوك والمؤسسات المالية والمجالات غير المالية، والإجراءات الوقائية ضد أنشطة غسل الأموال بما يساعد المؤسسات المصرفية والمالية وغير المالية على توخي الحيطة والحذر في مواجهة العملاء والعمليات المشبوهة، وآليات مكافحة غسل الأموال ويشمل ذلك الإبلاغ ودور وحدات المعلومات المالية، وجهود دولة قطر في مكافحة غسل الأموال وتمويل الإرهاب، وأخيراً الجهود الدولية في هذا المجال.
