تنبع أهمية الكتابة عن الأوضاع الإنسانية والاجتماعية والسياسية والقانونية للشعب الفلسطيني في لبنان من الحالة المأساوية التي وصلت إليها أوضاع اللاجئين الفلسطينيين في المخيمات اللبنانية، وهي حالة لا تشابهها أي حالة أخرى في كل الدول التي يتواجد فيها الفلسطينيون. وفي الوقت الذي تعلو فيه الأصوات المعادية للقضية الفلسطينية مطالبة بتوطين الفلسطينيين في لبنان خدمة للمصالح الإسرائيلية، وحيث يقف الفلسطينيون بثبات لرفض مؤامرة التوطين ومقاومتها متمسكين بهويتهم الوطنية وحقهم في العودة إلى أرضهم التي هجروا منها بالقوة.
في هذا الكتاب يحاول المؤلف تصوير الواقع المؤلف للفلسطينيين داعياً إلى حوار بناء بينهم وبين السلطات اللبنانية حول تواجدهم في لبنان. يقع الكتاب في قسمين: القسم الأول يضم سبعة فصول، يتناول المؤلف في الفصل الأول الواقع المؤلم للفلسطينيين وبداية وأسباب اللجوء، ثم يعرض لواقع التجمعات الفلسطينية في المخيمات وخارجها. في الفصل الثاني لكي يبحث في الفصل الثالث مراحل العلاقة الرسمية بين لبنان كمضيف والفلسطينيين الضيوف.
أما في الفصل الرابع فيركز المؤلف على المؤسسات التي رعت اللاجئين الفلسطينيين في لبنان منذ اللحظة الأولى لنكبة الشعب الفلسطيني، وقد قسم المؤلف هذه المؤسسات إلى أربعة مستويات: -الدولة اللبنانية- المؤسسات الأهلية والتطوعية والأفراد المقتدرون -مؤسسات دولية- مؤسسات فلسطينية تابعة لمنظمة التحرير الفلسطيني والفصائل الأخرى.
وبحث المؤلف في الفصل الخامس دور الأونروا التي انطلقت بدورها لدعم اللاجئين من قاعدتين، أولاً: تقبل الدولة المضيفة لعمليات الأونروا داخل حدودها أو الحدود التي تسطير عليها. ثانياً: استناداً إلى الولاية الممنوحة للأونروا من قبل الجمعية العمومية للأمم المتحدة من أجل القيام بمجموعة من المهام نيابة عن المجتمع الدولي تجاه اللاجئين الفلسطينيين. وأما الفصل السادس فقد عرض المؤلف للوضع القانوني للاجئين الفلسطينيين وعلاقتهم مع الدولة اللبنانية. وفي القسم الثاني من الكتاب يعرض المؤلف عدداً من الملاحق.
