وهو يظهر أن الفلسطينيين يعانون من حرمانهم من عدد من الحقوق المدنية بحجة منع توطينهم. ولكن الحقيقة هي أن الفلسطينيين لا يرغبون أصلاً في التوطين، وإنما يرغبون بمعاملة إنسانية عادلة، غير مرتبطة بإعطائهم الجنسية، أو الحقوق السياسية الخاصة بأقرانهم اللبنانيين.
