مؤرخ إسرائيلي مؤيّد لحقّ العودة ومطالب بمقاومة الاحتلال الغاصب، وناشط اجتماعي ولد سنة 1954، تعرّض في حياته لشديد النقد والتهديدات من قبل الإسرائيليين.
حاصل على شهادة دكتوراه في التاريخ من جامعة أكسفورد تحت إشراف المؤرخين الكبيرين: اللبناني الأصل ألبرت حوراني والبريطاني روجر أوين.
هو أستاذ في كلية العلوم الاجتماعية والدراسات الدولية في جامعة إكستر في المملكة المتحدة، ومدير المركز الأوروبي للدراسات الفلسطينية فيها، والمدير المشارك لمركز إكستر للدراسات العرقية والسياسية.
وكان سابقاً أحد كبار المحاضرين في العلوم السياسية في جامعة حيفا ورئيس معهد إميل توما للدراسات الفلسطينية والإسرائيلية في حيفا، والمدير الأكاديمي لمعهد بحوث السلام في جبعات حبيبة.
ينتمي إلى تيار المؤرخين الجدد الذين قاموا بإعادة كتابة التاريخ الإسرائيلي وتاريخ الصهيونية،كما أنه من مؤيدي مقاطعة المؤسسات التعليمية الإسرائيلية.
له أكثر من 16 مؤلفاً في السياسة والتاريخ، لاسيّما في الصراع الفلسطيني-الإسرائيلي، بالإضافة إلى العديد من الأبحاث والمقالات.

يضم هذا الكتاب دراسة تحليلية معمَّقة وشاملة على الصعيد التاريخي والسياسي والأنتروبولوجي والاجتماعي، تتناول مليون ونصف مليون فلسطيني يعيشون، أو بالكاد يعيشون داخل الكيان الصهيوني ويخضعون لقوانينه وأحكامه، هُمُ الذين عُرفوا بفلسطينييّ الـ 48.
شعبٌ أو نصف شعبٍ هُمْ.. تُمارَسُ عليهم كل أنواع العنصرية والهمجية مستهدفة سكنهم وتعليمهم وتنقّلهم وحقوقهم المدنية كافَّة، بهدف طمس هويتهم، ومحو مشاعر الانتماء لديهم.
وقد تمّ التكتُّم، خلال الأعوام الستّة الماضية، على كل الظروف المحيطة بأولئك الفلسطينيين دون سواهم، حتى كاد ينسى وجودهم وقضيّتهم العربُ والعالمُ بأسره.
من هُنا تأتي أهمية هذا الكتاب في استلاله من الأرشيف وثائق تكشف تلك الوقائع بالأدلة الدامغة، وتدينها. فهو يوضّح بما لا يقبل الالتباس كيف أن الكيان الصهيوني سنّ قوانين عادلة، لكنّه طبّقها استنسابياً. وشمل تطبيقها فئة دون سواها، وفرّق وميّز وألغى وأزال!!
هكذا تتّضح جرأة الكاتب إيلان بابه الذي يتشابه مع نعوم تشومسكي في خوض محرّمات بني إسرائيل واقتحام خطوطهم الحمراء، متناولاً الصراع العربي - الإسرائيلي من منظار جديد لا يروق للكيان الصهيوني.
