يعد الاختفاء القسري للاشخاص من أخطر صور انتهاكات حقوق الإنسان التي وقعت ولا تزال في بعض دول العالم، نظرًا لما تمثله من انتهاك صارخ للعديد من حقوق الإنسان، وقد تضمن هذا المؤلف ماهية الإختفاء القسري وأنواعه وطبيعته القانونية، وأركان الجريمة، والحقوق التي ينتهكها وتميزه عما قد يتشابه معه من إجراءات ماسة بالحرية كالحبس الإحتياطي، والإعتقال الإداري والعقوبات السالبة للحرية.
وعلى المستوى الدولي فقد اهتم المؤلف بدور الأمم المتحدة في مكافحة الظاهرة وتجريمها وصدور الاتفاقية الدولية لحماية الأشخاص من الاختفاء القسري في ديسمبر 2006 التي تضمنت القواعد والمعايير التي تضمن حماية الأشخاص من الاختفاء القسري وضمانات الملاحقة لمرتكبي الجريمة، وتعويض ضحاياها، وتشكيل لجنة معينة بهذه الحالات، أم على المستوى الوطني فقد عنى المؤلف بالشرح والتحليل للإطار القانوني لضمان وحماية حقوق الإنسان من الاختفاء القسري في الوقات العادية، والعلاقة بين إعلان حالة الطوارئ والحقوق المنصوص عليها في الاتفاقية، والضمانات التي كفلها الدستور والقانون للأشخاص أثناء حالة الطوارئ... وهو ما جعلنا نتناوله بالبحث والدراسة حتى يكون عونًا للباحثين في مجال حقوق الإنسان.
