الكتاب (الوثيقة) يحاول الإجابة على أسئلة تُثار في كل مرة يتم الحديث فيها عن الإبادة الجماعية التي تعرض لها الشعب الكوردي. والأهم التعرف على طبيعة حاكم مثل صدام أصرّ على أن نعيش معه الحروب مثل الأوبئة مثل الطاعون، يلتهم الجميع فيصبح القتل جزءاً من نظام سياسي يشرع قوانين الموت، مثلما أحرق هتلر أسرى الحرب بأفران الغاز، استخدم صدام الأسلحة الكيماوية ضد الأبرياء .. دائماً كان الضعفاء – الشرفاء يدفعون ثمن جنون الحكام، في الحروب الصغرى أو الكبرى .. فيما القائد يطلق الرصاص "منتصراً"، والمساكين في الطرقات يحملون اقدارهم، إذا ما كانت لهم أقدار.

قدر المستبدين أن يزرعوا الفوضى ويفلتوا الزمام للغرائز، حيث تغيب الرحمة وتنتشر الفوضى ويعم التشرد، وتتحول كل عائلة إلى مأساة، الرهينة فيها مواطن أعزل.
