كانت كركوك ومناطق أخرى مثار صراع بين الحكومات المتعاقبة والكورد المتمركزين في المنطقة منذ آلاف السنين، ويسبب هذا الصراع اتجهت غالبيتها التي سبقت السقوط عام 2003 إلى تنفيذ برامج مقننة لتغير طبيعة هذه المناطق، فأُسكنت فيها آلاف العوائل العربية التي جلبتها من الوسط والجنوب وكذلك من الشمال العربي، ورَحلتْ منها في ذات الوقت الآلاف من الكورد أصحاب الأرض الأصليين.
ولم تقتصر في عملياتها هذه على الترحيل فقط، إذ توجهت إلى إلغاء إدارات قائمة منذ عشرات السنين، واستحدثت أخرى لم تكن موجودة في الأصل، ونقلت ثالثة من هيكليتها الإدارية الأصلية المتجانسة إلى هيكلية أخرى بعيدة عن طبيعتها، وحورت من الحدود لتجعلها متداخلة بقصد تغليب العنصر العربي على الكوردي ومن بعده التركماني في عموم هذه المناطق، فخلقت بسلوكها هذا بؤر توتر وصراع، ستبقى قائمة ومثيرة للإختلاف بين المركز والإقليم، وستكون مجالاً للإستنزاف يربك المنطقة ويزيد من تخلفها ويؤثر سلباً على تقدم العراق وتنميته إذا لم تبادر الدولة الحديثة وسياسييها بوضع الحلول المناسبة لها وفق ما ورد بالدستور والتشريعات القائمة.
وعلى هذا الأساس جاءت مواد هذا الكتاب بفصوله الثمانية لعرض جميع المناطق المتنازع عليها جغرافياً وإدارياً، وتاريخياً، وسكانياً، وإحصائياً، مع الإشارة إلى القوانين والإجراءات والمراسيم الجمهورية وبعض الكتب الرسمية كوثائق أصدرتها الدولة وحررتها أجهزتها المختصة، ثم وضعها كملاحق لفصول الكتاب بقصد إثبات توجه الحكومات السابقة لتنفيذ خطط التغيير المبرمج لطبيعة المنطقة ديموغرافياً، مع خرائط مختلفة تعود إلى عهود سابقة وأخرى جديدة تصب في نفس غاية التوضيح والإثبات، مع الأخذ بالإعتبار الخوض بتفاصيل الحلول المقترحة لتسوية جميع أوجه النزاع وفق القوانين والدستور والإستحقاقات التاريخية والطبيعية، أملاً في الإسهام بتوضيح الحقائق وتوثيق العلاقات الأخوية بين العرب والكورد من أجل بناء عراق ديمقراطي فيدرالي آمن، يتمتع الجميع في ربوعه بنفس الحقوق والواجبات.
