معظم الدول الحديثة تأخذ بمبدأ الديمقراطية والتي تتطلب مشاركة الشعب صاحب السيادة الأصيلة في الحكم، ويكون ذلك بتفويض الشعب لمجموعة من الأشخاص ليمارسوا السلطة لفترة محدودة نيابة عنه.
لقد اختلفت دساتير الدول في كيفية تنظيم النواب المندوبين عن الشعب، فمنهم من جمعهم في مجلس واحد، ومنهم من فضل أن يقسم النواب على مجلسين اثنين.
فنظام المجلسين أو ثنائية البرلمان يراد به تكوين البرلمان المنتخب من قبل الشعب في مجلسين أو غرفتين يمارسان السلطة التشريعية والرقابية أما بتوزيع الإختصاص بينهما أو التعاون فيما بينهما، ولهذين المجلسين مسميات كثيرة منها مجلس النواب ومجلس الشيوخ، مجلس العموم ومجلس اللوردات، مجلس الشعب ومجلس المقاطعات.
يناقش هذا الكتاب في ضوء الدول المقارنة التي أخذت بنظام المجلسين مبررات وأهمية تقسيم البرلمان إلى مجلسين اثنين والذي يعتبر إمتداداً لمقولة الفصل بين السلطات بمعنى الفصل يصل إلى داخل البرلمان نفسه، ويسلط الضوء على الطريقة الأمثل لتشكيل هذين المجلسين وإشتراكهما في إختصاصات السلطة التشريعية.
