دراسات الحكم المحلي عن المملكة المتحدة في الكتابات العربية تتميز بالايجاز الشديد، الذي يعجز- بسبب ضيق المساحة عن التعمق في دراسة جوانيه المتنوعة الثراء. ومن ثم فاننا سوف نحاول ان نسد هذا النقص، وذلك بتخصيص هذا البحث بأكمله لنظام الحكم المحلي في المملكة المتحدة، آملين ان نضيف لبنة جديدة إلى الدراسات النظرية باللغة العربية عن الحكم المحلي في دولة أوربية أخرى غير فرنسا، التى تحظى بنصيب الأسد في هذه الدراسات.
أما الفائدة العملية لهذا البحث فهى وضع نظام الحكم المحلي في المملكة المتحدة تحت أعين الباحثين والمشرع في مصر، كرافد من روافد الدراسة والتطوير لنظام الإدارة المحلية القائم في مصر. فالنظر إلى تجارب الآخرين- خصوصا النظام المحلي في المملكة المتحدة- سيكون خير معين لمثل هذا التطوير.
