يرى المؤلف في هذا العرض العلمي بأن التكامل المؤسساتي هو أسمى صورة لعمل الأنظمة السياسية وخاصة الأنظمة البرلمانية التي تكون فيها درجة الإرتباط بين المؤسسات الدستورية أقوى من بقية الأنظمة السياسية الأخرى إذ يتمتع بمرحلة تشكيل بنيوي متتابع يبدأ بانتخاب البرلمان أولاً ومن ثَمّ انتخاب رئيس الجمهورية من قبل الأول ومن ثَمّ تكليف رئيس الوزراء من قبل الأخير وهذا الأمر يجب أن يكون على مستوى عالي من الاتفاق والتعاون والشفافية لغرض إكمال البُنية الدستورية للنظام السياسي والوصول إلى مرحلة التكامل المؤسساتي وعلى خلاف ذلك سوف نكون أمام أزمة تكامل ، وهذا ما حصل في نماذج الدراسة أيطاليا والعراق ولا يتوقف مرحلة التكامل المؤسساتي على مستوى البنية فقط وإنما ينسحب أيضاً على المستوى الوظيفي لهذه اللمؤسسات الدستورية المركزية من جهة والمحلية من جهة أخرى .
