يعدُّ الكتاب الأول من نوعه، من حيث المنهجية التي استخدمها المؤلف في مقاربته للمفهوم، حيث لم يُسلِّم لافتراض تكافؤ معنى كلمة «مواطنة» العربية، وكلمة «Citizenship» أو مرادفاتها في اللغات الأوروبية؛ ورأى أن استيراد المصطلح لا يؤدي بالضرورة إلى استيراد معناه، بل يؤدي إلى تشكيل صورة له في المجتمع المستقبل تتأثر بالضرورة بذهنية الناقل وطبيعة فهمه لنفسه وللآخر الذي ينقل منه؛ الأمر الذي يعني أن فهم «المواطنة» انطلاقًا من المفهوم الغربي فهمٌ غير كافٍ ولا يعطي صورة دقيقة، ولذلك لجأ المؤلف عوضًا عن ذلك إلى تحليل مفهوم المواطنة إلى ما يسميه «عوامل أولية»، تشكل بمجملها فهمًا مقاربًا له، استند إليه لوضع تصورٍ نظري للانتقال من الرعوية إلى السيتزنية (ترجمة حرفية لكلمة «Citizenship» على غرار الديمقراطية) بوساطة آلية يسميها المؤلف «العلاج بالأدلوجة»، ويستند في طرحها إلى غلبة النهاجية الإيمانية في المجتمع المستقبل الفاهم والمُترجِم.
وفي سياق هذا التحليل، يقدم الكتاب إلى قارئه مجموعةً من المصطلحات الجديدة التي تدل على عوامل المواطنة الأولية وهي: المُمادرة (تشارك المَدَر)، والمُمادرة الإسلامية، والمُناهجة (تشارك النهج النبوي)؛ لتشكل إضافةً إلى الرعوية والسيتزنية عوامل المواطنة الأولية بعد التحليل. ويتناول الكتاب هذا العوامل كل على حدة وصولًا إلى توصيف المشكل البارادايمي في مقاربة المواطنة، وهو المشكل الذي يؤدي إلى «مرض المصطلح ومن ثم إنهاكه دلاليًا بما ينوء بحمله». ويقترح الكتاب «بارادايم المواطنة البديل»؛ فيقدمه بوصفه منقذًا لكلمة المواطنة من الانفلات الدلالي. وتطرق الكتاب إلى علاقة السيتزنية بالإسلام، ووضع لذلك آلية جديدة لفهم أكثر دقةٍ لهذه العلاقة من خلال أنموذج منهجي يسميه المؤلف «حلقتي التغذية الراجعة سلبًا وإيجابًا»، وصولًا إلى فكرة الاعتدال في النسق الباراديمي. واستند الكتاب بمجمله إلى مفهومٍ مركزي هو مفهوم الأخلاق، وجعل منه مفهومًا استناديًا ومفتاحيًا لمفهومات أخرى كوّنت البنية الأساسية لطروحاته جميعها، ومرد ذلك إلى قناعة المؤلف أن الأخلاق لا يمكن أن تنفصل عن الفكر والسياسة، وخصوصًا في هذه المرحلة من التاريخ.
