حاولت الدراسة تحليل وتقويم جوانب الاستراتيجية العسكرية الإسرائيلي وما طرأ عليها، خاصة بعد حرب تشرين الأول/أكتوبر 1973، وحرب الخليج الثانية 1991. وأشارت الدراسة إلى أن الاستراتيجية الإسرائيلية العليا تهدف إلى تحقيق هدفين استراتيجيين هما: خلق إسرائيل الكبرى، وتفتيت الأمة العربية وتقسيمها. قسم الباحث الدراسة إلى ثلاثة أقسام: تناول القسم الأول منها الاستراتيجية الإسرائيلية العليا والتي تركز على نظرية الأمن الإسرائيلي، وتناول القسم الثاني الاستراتيجية العسكرية الإسرائيلية وتطبيقاتها في الحروب العربية الإسرائيلية، كما تعرض القسم الثالث للاستخدام القتالي للقوات الإسرائيلية حيث قام الباحث بعرض وتحليل الاستخدام التكتيكي للقوات المسلحة الإسرائيلية في حروبها مع العرب، وخطة تطوير الجيش الإسرائيلي المتعددة السنوات على ضوء حرب الخليج الثانية، إضافة إلى أسلحة الجيش الإسرائيلي مصادرها ونوعيتها. وختم الباحث دراسته بالتأكيد على أنه في الوقت الذي تجري فيه محادثات السلام، فإن هاجس الحرب والتركيز على القوات المسلحة وحيازة السلاح ما تزال تسيطر على إسرائيل حتى الآن.
