تحذّر هذه الدراسة في مختلف فصولها من أنّ "إسرائيل" تواجه منظّمات عسكرية معادية تسعى الى التعلّم من تجاربها، وهي مؤهلّة لفهم البيئة التي تعمل فيها، ولديها القدرة على التكيّف مع الظروف المتغيرّة ورؤية الأمور من وجهة نظر "الخصم" والوقوف على المنطق الذي يحرّكه . لذلك، ينبغي الافتراض أن الجيش الإسرائيلي سيواجه في حربه المقبلة منظّمات أكثر قوّة.
وتشير الدراسة الى التغييرات التي طرأت على مبادئ الأمن القومي، وأهمية التركيز على البُعد الاستخباري، معتبرة أن التطورّين الخطيرين على أمن إسرائيل تمثّلا في العمليات الاستشهادية والصواريخ ، من أجل استنزافها. لذا، لا بُدّ من تطوير الفعل الاستخباري، في ضوء القناعة الإسرائيلية السائدة بأنّه لا رادع جدّياً في مواجهتهما، ولا يمكن حسم المعركة تماماً معهما.
هذه الدراسة قد تُعتبر الأكثر تفصيلاً واستشرافاً للجوانب الإستراتيجية والعسكرية لدى الكيان ، سواء من جهة التوقيت أو الأقلام المشاركة فيها. وهي من أبرز الدراسات التي تدّل على حجم الرّعب الإسرائيلي من المقاومة، والاستعدادات الإسرائيلية المحمومة لدرء خطر هذه المقاومة عن كيان الاغتصاب والاحتلال.
أمّا الوثائق ذات الصلة ، والملحقة بالدراسة، فهي لتأكيد فشل العدوّ الصهيوني في كلّ مساعيه السابقة واللاحقة للقضاء على روح ومعنويات وقدرات القوى المقاومة في لبنان وفلسطين، والتي أصبحت تجاربها في الصمود والتضحية والثبات والتخطيط والتنظيم موضع بحث ودرس وتحليل معمّق في أكاديميات الغرب ودوائر صنع قراره السياسي والعسكري السوداء!
لا بل إن المقاومة صارت اليوم في موقع التحديّ والرّدع لأعدائها؛ وهي تتهيّأ؛ باعترافهم، للانتقال من موقع الدفاع الى موقع الهجوم وتحقيق النصر الحاسم ، في أيّ حرب جديدة في المنطقة.
