لن يتناول هذا المؤلف بطبيعهة الحال دراسة سائر الجرائم المقررة في قانون العقوبات والقوانين الخاصة، وإنما بقتصر ما يتناوله على الجرائم التي تتمتع بأهمية اجتماعية وعملية وتحتاج أكثر من غيرها إلى الأبحاث القانونية، وسوف يجرى تناولها على هدى التقسيم الذي اعتنقه المشرع المصري.
نتناول في الجزء الأول الجرائم المضرة بالمصلحة لعامة، ونتناول في الجزء الثاني الجرائم الواقعة على آحاد الناس، وقد كان التناول الأفضل للجزء الأول يتطلب تقسيمه إلى قسمين رئيسيين، يخصص الأول فيه لدراسة الجرائم المضرة بأمن الحكومة من جهة الخارج، بينما يخصص القسم الثاني لدراسة أهم الجرائم المخلة بالمصلحة العامة متمثلة في الإخلال بواجبات الوظيفة العامة أو بالثقة العامة وعلى وجه الخصوص جرائم الرشوة والإختلاس والإستيلاء، والغدر والتزوير، وسوف نرجئ لبعض الدواعي دراسة القسم الأول من هذا الجزء، مع التسليم بأهميته، أما الجزء الثاني والمتعلق بدراسة أهم الجرائم التي تحصل لآحاد الناس فسوف نتناوله في ثلاثة أقسام رئيسية، نتناول في القسم الأول جرائم القتل والجرح والضرب، وهي جرائم الاعتداء على الحياة وسلامة البدن، أما القسم الثاني فيخصص لجرائم الاعتداء على الحرية الشخصية والعرض والجرائم الماسة بالإعتبار، ويبقى القسم الثالث لدراسة أهم جرائم الاعتداء على المال وهي السرقة والنصب وخيانة الأمانة.
