يبحث هذا الكتاب في القسم الخاص من قانون العقوبات وبالتحديد جرائم الإعتداء على المصلحة العامة، وهي التي تنال مباشرة من حق المجتمع ككل فتهدره في كيانه كما هو الشأن في جرائم أمن الدولة الخارجي أو الداخلي، أو تلك التي تصيب الإدارة وحسن أدائها لوظائفها كجرائم الرشوة وما يلحق بها وجرائم الإختلاس وصرف النفوذ وإساءة استعمال السلطة، وكذلك جرائم مثل تقليد خاتم الدولة والعلامات الرسمية والعملة والطوابع وأرواق التمغة وجرائم التزوير في المحررات.
من هنا جاء اهتمام القسم الخاص في قانون العقوبات بوضع قواعد لكل مشتغل بالقانون الجنائي من أجل المساعدة على تكوين العقلية القانونية السليمة نظراً لكثرة التطبيقات العملية في الواقع القانوني حيث يهتم القانون الخاص بالنماذج الواقعية والمحددة لكل جريمة فيبين أركانها وعناصرها التي تميزها عن غيرها من الجرائم، وما قد يقترن بها من ظروف والجزاءات المترتبة عليها ومقدارها. وهو ما ستبين جدواه هذه الدراسة في الواقع العملي، وخصوصاً تلك الجرائم التي يثير تطبيقها مشاكل قانونية تحتاج إلى تقديم الحلول بشأنها.
لأجل ذلك قسمت الدراسة إلى ثلاثة أبواب: الباب الأول: جريمة الرشوة، الباب الثاني: جريمة الإختلاس، والباب الثالث والأخير: جريمة التزوير.
