يمثل موضوع المواطنة أحد أهم الموضوعات التي تواجَه بها الآن الأمة الإسلامية، بل إنه قد يكون من أخطرها، وهو موضوع له توظيفاته ضد المسلمين. والواقع التاريخي يثبت أن الرسول -صلى الله عليه وسلم- أسس دولة المواطنة في السنة الأولى له في المدينة المنورة، أي أن تأسيس دولة المواطنة كان مع تأسيس الدولة الإسلامية فيما يعرف باسم الصحيفة أو الكتاب؛ وهو اتفاق وقعه الرسول -صلى الله عليه وسلم- مع غير المسلمين في المدينة المنورة. ويمكن اعتبار هذه الصحيفة أو الكتاب أول وثيقة دستورية في العالم لتأسيس دولة المواطنة، وفيها جاء " لهم ما لنا وعليهم ما علينا"، والحديث عن المسلم وغير المسلم، وأيضا فإن خطبة الوداع في السنة العاشرة للهجرة النبوية الشريفة تعتبر - بما اشتملت عليه من مبادئ - أول إعلان عالمي عن دولة المواطنة.
