تعود نشأة ظاهرة التدخل الدولي الإنساني إلى أوائل القرن التاسع عشر, عندما قامت بعض الدول الأوروبية بالتدخل في شؤون الدولة العثمانية بحجة حماية حقوق الأقليات الدينية والقومية الذين يعيشون في كنفها معاملة لا إنسانية. وجرياً مع تلك الحجة طالبت الدول الأوروبية الدولة العثمانية بالكف عن تلك المعاملة, وإعطاء الأقليات الحكم الذاتي في نطاق دولتها أو الإستقلال عنها حماية للقيم الإنسانية. وقد رفضت الدولة العثمانية تلك المطالب, الأمر الذي دفع بالدول الأوروبية بالتدخل العسكري بذريعة حماية حقوق الأقليات.
ويتناول هذا الكتاب حالات تدخل الأمم المتحدة في العراق والصومال والبوسنة والهرسك ورواندي. مركزين بالأساس على التدخل الدولي الإنساني شمالي العراق, على اعتبار أنه أول عملية تدخل دولي إنساني بعد نهاية الحرب الباردة, مورس تجاه دولة عربية محورية في النظام الإقليمي العربي استقراره من عدمه ينعكس بشكل كبير على منظومته الإقليمية العربية.
والسؤال الذي يطرح هنا, هل استطاعت الأمم المتحدة من خلال تدخلاتها تحقيق الهدف الإنساني منها, أم إنها كانت أداة بيد الدول الكبرى؛ لتحقيق أهدافها السياسية من خلال توظيفها لقرارات الأمم المتحدة في مرحلةٍ ما بعد الحرب الباردة؟
