يقدم الباحث معمر فيصل خولي في كتابه "العلاقات التركية – الروسية: من إرث الماضي إلى آفاق المستقبل" جولة مفصّلة في تاريخ العلاقات بين الإمبراطوريتين. والكتاب ما يكون إلى عدسة مقرّبة ربما تفسّر، إلى حدٍّ كبير، الواقع الراهن للخلافات التركية – الروسية في خلفيتيها الجغرافية والدينية.
وتنبع أهمية الكتاب من أنّه يتناول بالبحث المعمّق العلاقات التركية – الروسية في صعودها وهبوطها، وسياسات البلدين وتقاطعاتهما وافتراقاتهما؛ لأنّ العلاقات بين الدول لا تسير على خطٍّ مستقيم، ولأنّ تطوّرها إيجابيًّا أو سلبيًّا يعتمد على طبيعة العلاقات الثنائية والتفاعلات الإقليمية والدولية ذات الاهتمام المشترك.
قسم الباحث دراسته في هذا الكتاب إلى ثلاث مراحل؛ مرحلة تأسيس الشراكة في العلاقات التركية – الروسية بين عامَي 2002 و2004، ومرحلة الشراكة المادية الملموسة في الفترة بين 2004 و2008، والمرحلة الأخيرة هي مرحلة تنوّع المصالح في تلك العلاقات للفترة الواقعة بين 2008 و 2012.
يعالج الكتاب فرضية وجود علاقة بين تطوّر العلاقات التركية - الروسية بصورة إيجابية ورغبة البلدين المشتركة في تطويق الخلافات التي تحدث نتيجة التطورات الإقليمية والدولية. وتشتمل الفرضية على متغيّرين رئيسين: المتغيّر المستقلّ، وهو وصول حكومة العدالة والتنمية إلى السلطة في تركيا. والمتغيّر التابع، وهو العلاقات التركية - الروسية.
أمّا نطاق الدراسة الزمني، فينحصر في الفترة الواقعة بين 19 تشرين الثاني / نوفمبر 2002 - وهو تاريخ تسلُّم حزب العدالة والتنمية السلطة في تركيا - ونهاية كانون الأول / ديسمبر 2012 بوصفه الشهر الأخير من العام المكمل لعقدٍ من الزمن مرّ على وصول ذلك الحزب إلى السلطة. ونظرًا إلى ما تمثّله الأزمة السوريّة من تناقضٍ حادّ في موقف كلٍّ من تركيا وروسيا منها، اضطرّ الباحث إلى توسيع النطاق الزمني حتّى نيسان / أبريل 2013 ولا سيّما في مجال الانتقادات والتصريحات المتبادلة تجاهها.
