يُعد مجمع اللاتيران الكنسي الرابع 1215م/612هـ حلقة مهمة فى تاريخ الحروب الصليبية؛ بل فى تاريخ أوربا العصور الوسطي بعامة، وكان المهندس لعقده هو البابا إنوسنت الثالث Innocent III (1198-1216م./594-613هـ.) الذى كان على درجة عالية من المعرفة الدينية والسياسية، فى وقت لم يكن لملوك أوربا وأباطرتها المعاصرين له قوته وبصيرته، فكانت الدعوة لعقد مجمع اللاتيران الكنسى الرابع يحاكي طموحات هذا البابا ومخططاته لتنفيذ مآربه وتحقيق أهدافه وآماله، التى عمل على التمهيد لها بالعمل على تسوية كافة مشاكل الممالك الأوربية ليسودها السلام؛ كي يتمكن من تنفيذ أهدافه بالقضاء على قوة المسلمين فى الشرق، وكان هذا يتطلب منه التحرك سياسيًا بغرض توفير آليات تحقيق هذا الهدف. والتي تمثلت فى تسخير كافة القوي الأوربية بدعوي الاستيلاء على مدينة بيت المقدس بعد استرجاع المسلمين لها أعقاب موقعة حطين عام 1187م./583هـ.، بما فيها أنقاض الدولة البيزنطية التي صارت بالفعل جزءًا من نفوذه. وبعد توفير هذه الآلية كان عليه التفكير فى تعديل مسار الحركة الصليبية نحو مصر من خلال انفاذ حملة صليبية كبري بغرض كسرها للوصول إلى القدس.
