بوفاة الملك فيصل في 8 أيلول عام 1933 تعرضت الدعوة الى الوحدة العربية لتغييرات مهمة، فلم يعد الاتحاد الكونفدرالي في ظل البيت الهاشمي سياسة عملية، ويبدو أن القادة بدأوا يفهمون أن واجبهم الأول ينحصر في تنمية المشاعر والأهداف المشتركة بين العرب وهم وإن لم يعاودةا التركيز على توحيد العرب في ظل حاكم واحد أو أسرة واحدة، إلا أنهم أصبحوا يفكرون باتحاد فدرالي من المحتمل أن يقوم ليضم الأقطار العربية الممتدة من الخليج العربي الى المحيط الأطلسي. ونتيجة للوضع في فلسطين فإن فكرة الوحدة العربية لم تعد مهمة بذاتها بصفة خاصة، فقد أصبح الحكام يركزون أكثر على تقارب الدول العربية التي سبق لها أن حصلت على استقلالها وهم يشعرون أن بوسعهم الانتظار لمعالجة قضية فلسطين فيما بعد عندما يصبح العراق ومصر والسعودية وربما سورية أيضاً جبهة متحدة.
