إن الحرب النفسية لا غنى عنها في كل زمان ومكان. فالهدف منها هو تشكيل اتجاهات الأفراد المستهدفين ببرامجها بطريقة تتلاءم مع الأيديولوجية السائدة.
إذا نحن عدنا إلى برامج الحرب النفسية التي كانت سائدة أيام الحرب الباردة، وجدنا أن برامجها تنطلق من منطلقات أيديولوجية الأطراف المتعادية. فالمعسكر الاشتراكي، ينطلق في برامجه للحرب النفسية على أساس تخطئه الفلسفة الرأسمالية وبيان عيوبها، وكذا الحال مع المعسكر الرأسمالي، فهو ينطلق في برامجه للحرب النفسية الموجهة إلى خصيمه، على أساس الرفاهية الفردية وحرية الفرد في المجتمع وتخطئة الفلسفة الاشتراكية وحشد الأدلة التي تشير إلى مساوئها على صعيد المجتمع، وآية ذلك، إن الحرب النفسية إبان الصراع الإيديولوجي، كانت تهدف فيما تهدف إليه، تشكيل الاتجاهات بطريقة تتناسب والتوجهات الإيديولوجية. بيد أن برامج الحرب النفسية قد تغيرت تماماً عند انتهاء مرحلة الحرب الباردة، أي عند انهيار الكتلة الاشتراكية في أوربا الشرقية وتفكك الاتحاد السوفيتي، وهو ما يعني، إن العالم برمته قد دخل مرحلة جديدة من الصراع والهيمنة تختلف تمام الاختلاف عن المرحلة السابقة. إذ لم تزل بعد، الحرب النفسية مستمرة على صعيد المجتمعات البشرية، ولكن الخطاب الذي تنطلق منه، قد تغير تماماً وحل محله خطاب آخر ينسجم مع مرحلة ما بعد الحرب الباردة التي أطلق عليها مرحلة عصر المعلومات.
والدراسة التي بين يدينا تسلط الأضواء على الحرب النفسية الموجهة إلى المجتمع العربي في عصر المعلومات، في محاولة لمعرفة الخطاب الذي تنطوي عليه في هذه المرحلة، على أنها ستقصر في مناقشتها هذه على الفقرات الآتية: مفهوم الحرب النفسية، المسلمات التي تستند إليها الحرب النفسية، أهداف الحرب النفسية في عصر المعلومات، خطاب الأمس واليوم في الحرب النفسية.
