هذا الكتاب يجمع عدّة أوراق قدّمت إلى المؤتمر القومي العربي وأمانته العامة خلال فترة تشرين الأول / أكتوبر 2015- أيّار / مايو 2017 تناولت المشهد العربي والإقليمي والدولي والتحوّلات البنيوية التي أثّرت في مسار الأمور.
وهذه الأوراق هي بدورها نتيجة قراءات متأنية للمشهد الدولي والإقليمي والعربي امتدت على مدى عقدين من الزمن، حيث رصدنا في مطلع الألفية الحالية تحوّلات أنذرت بأفول المشروع الإمبراطوري الأمريكي.
لكن رغم أهمية ذلك الإستشراف لمستقبل الولايات المتحدة إلاّ أن التحوّلات في العالم ليست متأثرة فقط بالتحوّلات داخل الولايات المتحدة أو متعلّقة بها، بل تعود أيضاً إلى ظروف ذاتية خاصة بتلك الدول والمجموعات.
فظاهرة مجموعة البريكس، على سبيل المثال، تشكّل نموذجاً عن تفاعل سلبي مع الهيمنة الأمريكية وتطلّعات ذاتية نحو المزيد من الإستقلالية، كما أن ظاهرة العولمة التي أخذت بُعداً إعلامياً واسعاً بعد سقوط الإتحاد السوفياتي أنتجت بيئة فكرية ثقافية مناهضة لموروث سياسي وثقافي خاص في كل دولة في العالم حيث الهوية الوطنية والسيادة تخضعان لضرورات، ترسيخ العولمة والقضاء على الحدود، وخاصة في حركة رؤوس الأموال.
الهجوم على الهويات الوطنية والقومية من قبل قوى العولمة بين النخب الحاكمة في الغرب أدّى إلى ردّة فعل بين الشرائح الواسعة داخل المجتمعات، يغذّيها الضيق الإقتصادي المزمن الناتج عن سياسات العولمة، هناك مستفيدون من تلك السياسات من دون شك لكنهم قلّة.
