يعتبر العراق من الدول العربية التي لها شأن وأهمية ودور في المحيط الإقليمي والدولي قديماً، وحاضراً ومستقبلاً، بالرغم من تراجع أدواره في ظل الإحتلال الأمريكي، إلا أن علاقاته الإقليمية والدولية حافظت على وتيرتها الطبيعية بعد أن تجاوز العراق أثار الحرب المدمرة عليه عام 2003، وبدأ ينشد إلى الإستقرار، والبناء، بالرغم من تدخلات المحيط الإقليمي والدولي للسيطرة على الساحة العراقية بمختلف الأساليب سواء كانت سياسية، أو عسكرية وحتى إستخبارية، وقد تكون إقتصادية، لا سيما أن العصر الحديث تتحكم فيه الهيمنة، والسيطرة الإقتصادية كبديل عن الحروب العسكرية بين الأمم، بالرغم من فقدان العامل العسكري دوره في تصريف السياسة الخارجية للدول فيما بينها.
تحاول هذه الدراسة المعنونة "العلاقات بين العراق ومحيطة للأستاذ المساعد جاسم الحريري إلى كشف حقيقة العلاقات بين العراق والدول المجاورة، ولعل من أبرز هذه الدول هي دول مجلس التعاون الخليجي، بالإضافة إلى دول أخرى لها من المكانة، ولأهمية، والنفوذ، مما دعى المؤلف إلى دراستها بأسلوب علمي، أكاديمي، حيادي.
ولقد ضم الكتاب دراسة علاقات العراق مع 12 دولة غير عربية، منها 10 دول تنضوي في رابطة الآسيان (دول جنون شرق آسيا)، بالإضافة إلى اليابان وأوكرانيا، إضافة إلى 6 دول وهي دول مجلس التعاون لدول الخليج العربية وكان المجموع الكلي هي دراسة علاقات العراق مع 18 دولة.
ولقد حصر المؤلف نطاق الدراسة ضمن الفترة الواقعة بين عام 2003 وهو تأريخ بدء الإحتلال الأمريكي للعراق إلى غاية عام 2010، إلا أن هذه الدراسة سترجع بعجلة التأريخ إلى الوراء كثيراً لإستكشاف أهمية العراق في المحيط الإقليمي والدولي قديماً.
