إن كلمة "مخدر" التي كانت في الأصل تعبر عن مجموعة متنوعة من المواد تتسبب في إحداث حالة بديلة من الوعي، أصبحت اليوم تستعمل لتعني الأفيون ومشتقاته، أو بدائله الاصطناعية التي تخلق في المتعاطي القدرة على احتمالها والتبعية لها، نفسية كانت هذه التبعية أم جسدية.
يولى المنهج الأخلاقي القانوني التقليدي أهمية كبرى للعقاقير. وفيه تصنف العقاقير إلى عقاقير مأمونة أو خطرة، ويقصد بمأمونة أنها لا تنطوي على خطورة وإنها ليست محرمة من الوجهة الاجتماعية أو القانونية.
ظاهر تعاطي المخدرات أو الاتجاه بها مشكلة عالمية وعتها منظمة الأمم المتحدة للتربية والعلم والثقافة (اليونسكو( كما حذرت من تفشيها الأمم المتحدة، وعقدت الدول لهذه لغاية عدة مؤتمرات دولية أبرمت خلالها قواعد ومعاهدات للتعاون فيما بينها للقضاء على آفة المخدرات ومنع زراعتها، لكن ومع الأسف استمرت الدول الكبرى أو المافيات المنتشرة في الدول العظمى بتغذية زراعة المخدرات وراحت تدخلها إلى الدول الصغرى أو دول العالم المستضعفة حتى أضحت هذه الدول مثقلة بمعانات شبابها دون أن تتمكن النصوص القانونية المعاقبة للاتجار بالمخدرات أو التعاطي بها من القضاء عليها.
وما يسعى إليه هذا المؤلف "المرتكز في دعاوى المخدرات" إلى تظهير أبرز الأحكام والمسائل القانونية التي عالجت موضوع المخدرات والمتاجرين أو المتعاطين بها.
