في هذا العمل يتقصى "حسن مسكين" أسباب الأزمة البنيوية التي ما فتئت تتجذر، وتترسخ في الوطن العربي، ويعني بها أزمة التخلف الشاملة لكل مناحي الحياة في السياسة والإقتصاد والمجتمع.
وفي هذا السياق يرصد المؤلف المشهد الثقافي العربي والإسلامي، للوقوف على مكان أزمته، واستكناه أسباب تردي أوضاعه، وإظهار أوجه تخلفه.
يعتبر المؤلف أن "الإشكال الذي نعيشه في البلدان العربية والإسلامية يكمن في هذا التباين القائم بين ما نملكه من رصيد ثقافي – حضاري وما يمكن أن نضيفه إلى هذا الرصيد – بعد عرضه على ميزان النقد – من إنتاج يدفع باتجاه الخلق والإبداع، بدل الإجترار والإنشاد الذي لم يعد يجري شيئاً، في ظل ما أنتجته شعوب أثبتت جدارتها في استثمار ما تملكه من مخزون معرفي، والإفادة من أخطائها أيضاً".
وفي هذا الكتاب يشيد المؤلف بالمبادرات الجريئة التي أقدم عليها المثفون والمفكرون والسياسيون المغاربة بمباركة واعتراف السلطة، بل وتأييدها مثالاً لا يُحتذى في بلداننا العربية التي ترغب في تصحيح علاقة المثقف بالسلطة، وإعادة الإعتبار لدور المثقف العربي الذي ظل مستبعداً في القرارات المصيرية لمجتمعه.
من جانب آخر يؤكد المؤلف على مسألة هامة وهي أن المسألة التنموية لم تعد ترتبط بعامل الدخل أو الإنتاج الإقتصادي فحسب، وإنما تتعداه إلى ابعاد ومستويات أخرى، هي الأساس في تحديد جوهرها، ومستقبلها أيضاً، وكلها تصب في مصلحة الإنسان، من حيث حقوقه وواجباته، وكذلك خياراته وبناء شخصيته الحرة ... ولكن الواقع العربي يشير إلى أن الأزمة تراوح مكانها. من هنا جاء هذا الكتاب ليبحث في دور المثفين العرب، وخصوصاً بعد الثورات لأنهم سيعودون إلى لعب دورهم في حل تلك المشكلات الإجتماعية والسياسية والنفسية التي ستعقب هذه التحولات والتي ستخلف لا محالة مشاكل عديدة في ظل ما طرأ من مستجدات عالمية طالت جميع الشعوب والدول كذلك. فهل سيؤدي ذلك إلى خلق ثقافة سياسية وفكرة مغايرة قادرة على تشكيل وعي جديد قائم على مبادىء الحرية والعدالة والمساواة ... هذا ما سنجد الجواب عنه عبر صفحات هذا الكتاب.
