في هذا الكتاب دعوة لاستحثاث الجهد الجماعي، وتفعيل المسؤولية المجتمعية المشتركة في إطار مجتمع أهلي -مدني- يشد بعضه بعضاً، على أساس المفاهيم الإسلامية، التي تحمل المجتمع -كل المجتمع- مسؤولية النمو والتقدم، وهداية حركة المجتمع نحو الله سبحانه وتعالى. ولا تحمل (المفاهيم الإسلامية) هذه المسؤولية الكبرى فئة خاصة من المجتمع فحسب، فكلكم راع.. كما في الحديث الشريف.
إذ ترشد التعاليم الإسلامية إلى المسؤولية العامة للناس وللمجتمع.. وما السلطة في المفاهيم الإسلامية إلا مسؤولية تعاقدية تقوم على التراضي بين الحاكم والمحكوم، وتتحمل تنسيق وتنظيم حركة المجتمع في مختلف مجالات الحياة.. الاجتماع.. الاقتصاد.. التعليم..، حيث لا تناقض ولا تضاد بين المجتمع والسلطة.
إن السلطة في الرؤية الإسلامية هي العقل المحرك للمجتمع، وهي الدينمو التي تفعله، وليست بديلاً عن حركته ونشاطاته. وتطالب التعاليم الإسلامية المجتمع -ككل- بأن يكون قيماً ومسؤولاً عن كل شؤونه وقضاياه، وتحثه على ابتكار وإتباع أفضل الطرق والأساليب في النظم الاجتماعي بما يلائم واقعه.
ولقد حاول هذا الكتاب إلقاء الضوء على المؤسسات الأهلية وضرورتها، وعلى العمل الخدمي الاجتماعي الذي هو أحد المصاديق المهمة في هذا المجال.. باعتبارها -المؤسسات- إطاراً متقدماً لتنظيم التعاون الاجتماعي بما يعود على المجتمع بمزيد من النفع.
ولقد جهد الكتاب في تبسيط مشكلات التعاون الاجتماعي، ومعوقات المأسسة -في بعض مجتمعاتنا- كونها مسائل علمية اجتماعية-نفسية.
