الجريمة داء خطير يتفاقم في المجتمع، وهذا الداء المزمن الذي لازم الإنسان منذ وجوده تشعبت صوره وأخطاره وازداد انتشاره رغم وسائل العلاج المختلفة والمتطورة التي شرعتها المجتمعات لمكافحته، وهي لم تقتصر على هذا الوجه بل تعدته أيضاً إلى الوجه الوقائي عن طريق البحث عن العلل والأسباب المؤدية إليه، وبالتالي العمل على القضاء عليها في المهد. ورغم أن الإنسان استطاع خلال هذا العصر أن ينجز من التقنيات والاختراعات والأدوات بما يشبه المعجزات وبما يتوارد إلى الذهن بأنه شيء من الخيال. وعلى العكس من ذلك فإن هذه المتغيرات اعتبرت سبباً لبروز أصناف جديدة من الجرائم ووسائل تساهم في تحقيقها، فكلما ارتقى الإنسان في إيجاد السبل الملائمة لرفاهية كان في المقابل يستطيع أن يعتمد عليها وأن يستخدمها لتحقيق أهداف غير مشروعة، فالحاسوب الآلي والكمبيوتر وشبكات الاتصال المختلفة، استخدمت في الميدان الاقتصادي وسهلت على البشرية معاملاتهم التجارية ورفعت عن كاهلها كثيراً من الأعباء، ولكنها من ناحية أخرى اختصرت مسافة ارتكاب الجرائم واختراقها، خاصة بالنسبة لجرائم الاحتيال وتبييض الأموال والسرقة، ويعالج المؤلف في هذا الكتاب بعض أوجه المشكلة وخطورتها ومناهج التصدي لها ومدى فعاليتها على الصعيد المحلي وعلى الصعيد الدولي، كما يبحث في السياسة التشريعية الجزائية التي بدأ لبنان يعتمدها لمواجهة الجرائم في صورتها الحديثة لمكافحة المخدرات وتبييض الأموال وإباحة التنصت في حدودمعينة، إضافة إلى وضع قانون شامل جديد لأصول المحاكمات الجزائية يرعى فيه تحقيق ضمانات أوفى للمدعى عليه للدفاع عن حقوقه الإنسانية وتسهيل وتسريع إجراءات البيت في الدعوى، وإيجاد قيود في مسألة اتهامه وتوقيفه حتى لا يقع ضحية للشك أو الظن، وهناك أيضاً تحديث شامل لقانون العقوبات يتلاءم مع الأهداف نفسها.
