بالرغم من أن الجريمة قديمة قدم العالم، إلا أنها لم تحظ بدراسة علمية صرفة ومنظمة إلا منذ حوالي مائة سنة. قبل ذلك كان المشترعون يقاومون الجريمة بطرق بدائية لأنهم لا يعرفون إلا القليل عن هذه الظاهرة. فإذا أردنا أن نأخذ فكرة عن المجرم والمجرمين لا بد لنا من الرجوع إلى الأعمال الأدبية والروائية والتي من خلالها صوّر الأدباء والكتاب انطباعاتهم عن المجرم والجريمة، وهم في تصورهم لهذه الانطباعات لا بد أن يجنح بهم الخيال بعيداً عن الواقع والحقيقة العلمية، كما وأن للفلاسفة وعلماء الأخلاق والديانات أفكار مثيرة حول هذا الموضوع، ولكن هذه الأفكار لا يمكن لها أن تكون قاعدة صلبة لهذا العلم الذي هو علم الإجرام.
وعلم الإجرام هذا ولد حقيقة سنة 1876 عندما نشر الطبيب الإيطالي لمبروزو كتابه "الرجل المجرم" وبعد ذلك توالى ظهور التعريفات به والتي تلخصه بأنه علم مركب إذا صحّ التعبير، لأن معرفة الإنسان المجرم على حدّ تعبير لمبروزو هذا، يقتضي تعاضد مجموعة كبيرة من التخصصات: علم طبائع الإنسان، علم الأحياء، علم النفس، بما في ذلك علم الاجتماع الجنائي بالطبع. أسئلة ثلاثة تطرح نفسها ولا بد أن تحظى لها بجواب في هذه الدراسة: من هو المجرم وكيف يصبح الإنسان مجرماً وما هي أفضل السبل لمكافحة الإجرام؟ وهذا الكتاب يجيب عن هذه الأسئلة الثلاث.
