هذا الكتاب تناول دراسة إنحراف الأحداث في الوجهتين القانونية والإجتماعية بحيث تضمّن القسم الأول منه البحث في العوامل التي يمكن أن تؤدي إلى السلوك المنحرف سواء كانت تتصل بالحدث وتكوينه البيولوجي أو النفسي، أو مرجع إلى البيئة العامة والمجتمع.
أما القسم الثاني فقد خصص للبحث في مسؤولية الأحداث الجزائية من حيث إنتقالها وتدرجها وقياسها فيخضع الأحداث لتدابير الحماية أو الإصلاح وفي حال إقترابهم من سن البلوغ يخضعون لتدابير الإصلاح أو التأديب أو للمعلومات المنخفضة وذلك حسب درجة الخطورة التي يتصفون بها ومدى جسامة الجرائم المرتكبة.
أما القسم الثالث فقد تضمّن دراسة أنواع التدابير المقررة للأحداث المنحرفين أو المعرّضين للإنحراف والأحكام العامة التي تخضع لها هذه التدابير، كما تناول البحث نشأة المؤسسات الإصلاحية وأنواعها والأساليب التي تتبعها في مجال إصلاح الأحداث وتقويم سلوكهم المنحرف.
