لقد هدفت هذه الدراسة إلى إبراز أثر القوانين الجزائية لمكافحة الإرهاب على الحرية الشخصية، في كل من التشريعات الجزائية محل المقارنة (الأردن ومصر وبريطانيا)؛ وظهر هذا الأثر، جلياً، في تشريعات تلك الدول، نتيجة تشدد سياستها التشريعية، وخاصة الإجرائية في مكافحة الجرائم الإرهابية، واتفقت تلك الدول في جوهر سياسة التشدد، إلا أنها اختلفت في الإجراءات المتبعة.
وقد قسم الباحث هذا الموضوع إلى الآتي: الفصل الأول: احتوى على المقدمة، ومشكلة الدراسة، وعناصرها، وأهمية الدراسة ومحدداتها، ومنهجية البحث المستخدم؛ الفصل الثاني: تحدث فيه الباحث عن تطور مفهوم جرائم الإرهاب وأثر ذلك على الحرية الشخصية، وعرض من خلاله للمفهوم الفقهي لجرائم الإرهاب، ثم لمفهوم الإرهاب في المواثيق الدولية، والتشريعات الجزائية، ولضرورة التوازن بين مكافحة الإرهاب، والحرية الشخصية؛ الفصل الثالث: بيّن فيه الباحث السياسة الإجرائية لمواجهة الإرهاب، عن طريق بيان القواعد الإجرائية لمواجهة الإرهاب في مرحلة جمع الإستدلال، وكذلك سياسة مواجهة الإرهاب في مرحلة التحقيق في التشريعات الجزائية، محل هذه الدراسة المقارنة؛ الفصل الرابع: خصصه الباحث للحديث عن ضمانات الحرية الشخصية في مواجهة إجراءات مكافحة الإرهاب؛ الفصل الخامس: تناول الباحث من خلاله مرحلة المحاكمة عن الجرائم الإرهابية؛ الفصل السادس: تضمن الخاتمة ونتائج الدراسة والتوصيات.
