يهدف الكتاب إلى تزويد القارئ بفهم واضح لكل المقاربات الموجودة لمكافحة الإرهاب، ونوع المتغيرات التي تشكل أساس ما بينها من اختلافات. إن الفكرة الأساسية التي ارتكز عليها الكتاب هي مساعدة القارئ في فهم التعقيدات والتحديات ذات الصلة بمكافحة الإرهاب، وتقييم مجموعة الخيارات المتاحة.
ينظر الفصل الأول من الكتاب في البيئة الأمنية الأوسع التي يوجد فيها الإرهاب اليوم. ويحلل الفصل الثاني النموذجين اللذين شاع استخدامهما أكثر من غيرهما في مجال مكافحة الإرهاب؛ وهما، نموذج العدالة الجنائية، ونموذج الحرب. ويلقي الفصل الثالث من الكتاب نظرة فاحصة على المقاربات المبادرة إلى مكافحة الإرهاب التي تُعنى أساساً بوسائل قطع الطريق على الإرهابي قبل ارتكاب فعلته؛ وهو ما يعرف أحياناً بمكافحة الإرهاب الوقائية أو ببساطة مناهضة الإرهاب.
ويفحص الفصل الرابع البعد التواصلي لمكافحة الإرهاب؛ فحملات الدعاية والحرب السيكولوجية وحملات كسب القلوب والعقول وأفكار من قبيل تقديم حوافز للإرهابيين للتخلي عن العنف والبحث عن مسارات غير عنيفة بدلاً من ذلك - تشير كلها إلى هذه الفكرة عن مكافحة الإرهاب كشكل من التواصل. ويركز الفصل الخامس على أنماط الإجراءات الوقائية أو الحمائية التي يمكن اتخاذها لتقليل مخاطر الهجمات الإرهابية إلى الحد الأدنى، أو تخفيف حدة الآثار التي تخلفها. أما الفصل السادس والأخير فيتناول أنواع المبادرات التي تطلقها مكافحة الإرهاب، والتي ربما لا تعد بحلول ولكنها تتطور في المدى الطويل. وأخيراً تعرض الاستنتاجات تقييماً للدرجة التي يمكن بها تحقيق مكافحة إرهاب شاملة توفر إطاراً للأمن في القرن الحادي والعشرين بينما تحافظ في الوقت نفسه على القيم التي تشكل أساس الحوكمة الديمقراطية والعالمية.
