في هذا الكتاب يعالج العقيد الدكتور "عادل مشموشي" ظاهرة الإرهاب بالإرتكاز على القانون بوصفها جريمة على مستوى المجتمع البشري بأكمله، جاءت بمثابة مرآة لعصرها، تعكس مظاهرها الثقافية والإجتماعية والتقنية وفي الوقت عينه معبرة عن تناقضات وتضارب مصالح كيانات المجتمع وعجز المؤسسات الدولية والوطنية.
وفي هذا العمل يتساءل الكاتب: "إلى أي مدى يستدعي الإرهاب كل هذا الصخب العالمي؟ وما هي حقيقة مخاطره وطبيعة مضاره؟ وهل هو واحد وذو طبيعة جامدة؟ (...) ما هي تأثيراته السلبية على المستويين الدولي والمحلي؟ وما هي علاقته بالعنف؟ أم أن الإرهاب هو العنف بعينه؟ أو أحد أصنافه أو رمز من رموزه؟ ولماذا يتخذ منه وسيلة لتحقيق غايات مشروعة تارية وغير مشروعة تارة أخرى؟ ( ...) " إلى آخر ذلك من أسئلة نجد الإجابة عليها بين دفتي هذا الكتاب الذي قسمه مؤلفه إلى قسمين متجانسين من حيث الشكل والحجم، ومتوازيين متكاملين من حيث المضمون: "خصص الأول لعرض معضلة التصدي للإرهاب، أما الثاني فلعرض أطر مكافحة الإرهاب، مع تركيز على الوضع اللبناني وما عانى فيه المجتمع من هذه الظاهرة التي طالت رموزا وطنية ذهبت ضحية الإرهاب. وعلى هذا يفند الكتاب الإجراءات القانونية ونصوص قانون العقوبات التي تعنى بمكافحة الإرهاب، وخاصة نصوص المواد 308، 309، 310، 311، 312، 315 وذلك بموجب القانون الصادر بتاريخ 11/1/1958 ... وصولاً إلى الزمن الحاضر وموضحاً الآليات التي تساهم في تفعيل أداء أجهزة إنفاذ القانون في لبنان لإستغلال كافة الإمكانات في مكافحة الإرهاب ...
