تتعدّد المَصالح والمشاريع الإقليميّة المُفَصّلة للبنان من جهة، وتغيب، من جهة ثانية، المشاريع الإصلاحيّة اللبنانيّة، وفي مقدمها اللامركزيّة الإداريّة الموسّعة التي نصّ عليها إتفاق الطائف منذ أكثر من ربع قرن، وقد أهملها السياسيون اللبنانيون لأسباب أشار إليها هذا الكتاب الذي يبيّن بوضوح الفرص الضائعة على المواطنين اللبنانيين من جراء هذا الإهمال.
المهندس زكريا أحمد حمودان، المولود في البداوي عام 1987، وخرّيج كلية الهندسة (أنظمة صناعيّة) في جامعة التكنولوجيا في مدينة بلفور الفرنسية بمنحة من سفارة فرنسا في بيروت، بعد دبلوم من الجامعة اللبنانية - الفرنسية في شمال لبنان، يتابع عمله في مجال الأبحاث العلمية، وهو حالياً باحث علمي في أحد مراكز الأبحاث في مدينة بلفور في فرنسا، وينهي الدكتوراه في الهندسة الصناعية في مطلع العام 2015.
من خلال كتابه، يعرب زكريا حمودان عن إيمانه بدولة لبنان اللامركزيّة الواحدة الموّحدة، وحق كل لبنانيّ أن يعيش فيها بكرامة، وعن إيمانه بالعيش المشترك وإمكانية فصل الدين عن الدولة مع الحفاظ على حقوق جميع الطوائف اللبنانيّة.
ويعتبر أنه من خلال الحفاظ على هوية لبنان - الرسالة، الفريدة من نوعها، وحياده الشامل عن جميع الصراعات العربيّة والغربيّة، الطائفيّة والحزبيّة، وإعتماد لامركزيّة إداريّة وإنمائيّة موسّعة، تنفتح الطريق واسعة أمام الإستقرار والإنماء في لبنان.
