تعرف اللامركزية الإدارية بأنها شكل من أشكال التنظيم الإداري يقوم على توزيع الصلاحيات والمهام الإدارية بين السلطة المركزية في العاصمة وسلطات عامة محلية أو مرفقية ذات شخصية معنوية وإستقلال مالي وإداري، وتخضع هذه السلطات لرقابة تمارس من السلطة المركزية دون أن تصل إلى حد جعل هذه الهيئات المستقلة تابعة أو مرتبطة تسلسلياً بالسلطة المركزية.
ومنذ نشأة اللامركزية الإدارية في لبنان عُرف نظام الدعم الحكومي الذي يطبق حالياً غير آلية الصندوق البلدي المستقل، وهو يتلخص بأن تحصل الدولة عدداً من الرسوم لصالح جميع البلديات ويتم إيداعها في هذا الصندوق لمساعدة البلديات على تحقيق مهامها، لكن قانون البلديات الحالي سّهل أمر إنشاء البلديات رابطاً ذلك بعدد السكان والموارد المالية، فانشئت بلديات مختلفة الحجم والإمكانيات وانيطت بها صلاحيات كثيرة دون تمييز بين الكبيرة منها والصغيرة.
إن هذا الأمر يطرح التساؤل حول مدى التناسب بين حجم المهام والإيرادات المالية وحول مدى نجاح نظام الدعم الحكومي عبر الصندوق البلدي المستقل في تمكين البلديات من القيام بمهامها وتحقيق الإستقلال المالي.
على ضوء هذا التساؤل تطرح الإشكالية التالية: مدى نجاح الصندوق البلدي المستقل في مدّ البلديات بالمال اللازم للتمكن من القيام بمهامها في التنمية المحلية، أو مدى قدرة نظام الدعم الحكومي عبر الصندوق البلدي المستقل على تحقيق التنمية بواسطة البلديات، وبالتالي مدى إعتبار البلديات بوضعها الحاضر وبعددها الكبير وبحجمها المختلف وسيلة لا مركزية إنمائية ناجحة.
إن البحث في هذه الإشكالية والإجابة على هذه التساؤلات استدعت درس إيرادات الصندوق في القسم الأول حيث سيتم عرض هذه الإيرادات ومناقشة حجمها وأهميتها في تحقيق دخلٍ جيد، كما سيتم التطرق إلى كيفية إدارة هذه الأموال لناحية فرضها وتحصيلها وإعداد حساباتها.
أما في القسم الثاني فعالج الكتاب كيفية إستعمال الأموال المجمعة في الصندوق لناحية إقتطاع نفقات منها وتوزيع الباقي على البلديات والإتحادات البلدية، ومدى صحة وقانونية الإنفاق والإقتطاع وتلبية التوزيع للحاجات المحلية الإنمائية، وفي هذا الإطار تتكشف طريقة التوزيع والإنفاق والمخالفات المرتكبة عند وجودها.
