إن مشكلة الدراسة تتمثل في وجود قصور في محاولات تطبيق لامركزية الإدارة التعليمية في محافظتي الإسكندرية وقنا حيث أن غالبية الصلاحيات الممنوحة للمدارس تعد صلاحيات صورية حيث لايمكن لإدارة المدرسة تنيذ كل ما جاء في القرارات واللوائح، وأن هناك عوائق كثيرة تعوق تحقيق ذلك، وفي ضوء ما سبق تجيب الدراسة عن الأسئلة الأتية : "ما أهم الإتجاهات العالمية المعاصرة والخبرات الأجنبية للامركزية الإدارة التعليمية؟ ، ما واقع محاولات التوجه نجو لامركزية الإدارة التعليمية في مصر؟ ، ما العقبات التي يحتمل أن تواجه محاولات التوجه نحو لامركزية الإدارة التعليمية في مصر؟ ، ما الإستراتيجية المقترحة لتطبيق لامركزية الإدارة التعليمية في مصر على ضوء بعض الإتجاهات العالمية المعاصرة، وبما يتلائم مع واقع المجتمع المصري؟" ، وبناء على ما تقدم تضمنت الدراسة الفصول الأتية: (الفصل الأول: الإطار العام للدراسة، الفصل الثاني: الإدارة التعليمية بين المركزية واللامركزية "إطار نظري"، الفصل الثالث: لامركزية الإدارة التعليمية في أدبيات الإدارة التعليمية والإتجاهات العالمية والخبرات الأجنبية، الفصل الرابع: إدارة التعليم في مصر بين المركزية واللامركزية، الفصل الخامس: واقع محاولات التوجه نحو لامركزية الإدارة التعليمية في محافظتي الإسكندرية وقنا "دراسة ميدانية"، الفصل السادس: الإستراتيجية المقترحة للامركزية الإدارة التعليمية في مصر).
