تشهد تجارب الدولة الحديثة نزوعاً نحو مزيد من اللامركيزة الإدارية، وخصوصاً بعدما أظهرت التجارب الشديدة التمركز الإداري الكثير من الثغرات، سواء في فاعلية الإدارة أم في نماذج التنمية المتوازنة أم في اشتراك الشعب في صنع القرار وفي إدارة شؤونه المحلية، أم في العلاقة بين المواطنين والدوائر العامة.
ولبنان الذي لم يكن بعيداً بدوره من مثل هذه التجارب، بات يواجه اليوم تحديات عملية التحديث الإداري والسياسي والاقتصادي، فضلاً عن عملية تعزيز الديمقراطية وتحقيق التنمية المتوازنة بين مختلف مناطقه وقطاعاته، حيث تمثل اللامركزية الإدارية أحد الاتجاهات الرئيسية في سبيل مواجهة هذه التحديات.
