يتوخى هذا البحث دراسة تأثير النظام اللامركزية في الإنتقال إلى الديمقراطية، متخذاً حالة البصرة خلال الفترة 2003- 2009 نموذجاً؛ اختبرت البصرة لأنها تحوي كل تعقيدات الإنتقال من المركزية، سياسياً وإجتماعياً وإقتصادياً وثقافياً وإقليمياً، فالبصرة تحوي، مثلاً، على كل التيارات السياسة من اللامركزية الإدارية، إلى المركزية، إلى الفيدرالية، بل إن النزعات الفيدرالية فيها متنوعة هي الأخرى: فيدرالية بصرية (موضوعية البصرة وحدها) وفيدرالية جنوبية جهوية (البصرة -ذي قار- ميسان) وفيدرالية جنوبية مذهبية (المحافظات الشيعية التسع).
يعرض الكتاب النظريات المتعددة حول اللامركزية، المعتمدة في الأمم المتحدة، أو المعتمدة في أوروبا الغربية وأميركا، كما يحلل الوقائع التجريبية في البصرة.
ولسوف يجد القارئ أن إحتكار الدولة لوسائل العنف الشرعي والقانوني شرط أساسي لأي حكم مدني، سواء كان مركزياً او لا مركزياً، كم يجد القارئ صراعات المركزية - اللامركزية التي تخيم على أجواء السياسة في العراق.
