لقد كانت حرب الخليج أكبر صراع دولي منذ الحرب الكورية بين عامي 1950 و1953 وإذا كانت سياسة صدام حسين قد جعلت أميركا المستفيد الأول والعاشر أيضاً من الحرب، فإن "إسرائيل" كانت ثاني أكبر الدول المستفيدة منها في الحسابات النهائية. وهاهي محادثات السلام الشرق أوسطية تنعقد وسط هذا الخلل الكبير في موازين القوى بين العرب و"إسرائيل". وفي الوقت الذي كانت تثور فيه العاصفة حول القدرات النووية والكيماوية العراقية كانت "إسرائيل النووية والكيماوية" تختفي تحت عادة النظام الدولي الجديد.
وكذلك راهنت القيادة العراقية على موقف الاتحاد السوفياتي قبل انهياره، لكن موسكو التي رفضت الانضمام إلى التحالف الدولي والتي كانت غارقة إلى وسطها بالوضع الداخلي المتفاقم، كانت قد قطعت شوطاً في عملية تسليم أوراق ومفاتيح النظام الدولي الجديد إلى واشنطن، هي تدرك جيداً أن أية خطوة غير محسوبة بدقة من جانبها لن يكون لها أي أثر أمام الالتفاف المتعاظم حول الدور الأميركي الجديد، وأمام العبادة الجديدة التي ألبست للأمم المتحدة ولم يكن أمام موسكو سوى تأييد معظم القرارات التي صدرت عن مجلس الأمن والهيئة الدولية.
وأخيراً كان واضحاً أن القيادة العراقية راهنت، كما أعلن صدام حسين بنفسه، على ردة فعل لدى الرأي العام الأميركي والغربي من خلال تكبيد القوات الأميركية والحليفة خسائر بشرية كبيرة غير أن هذا لم يحدث بل كسبت الولايات المتحدة وحلفاؤها الحرب بأقل عدد من الخسائر البشرية. ضمن هذه المقاربة تأتي الدراسات في هذا الكتاب، والتي تعبر عن وجهات نظر متعددة حول الاستراتيجية السياسية العسكرية لحرب الخليج ويعتبر هذا الكتاب جزءاً أول من هذه الدراسات. وأما الجزء الثاني فقد تم توزيع فصوله كالتالي: الفصل الأول: حرب الخليج: حتمية لفرض الدولي الجديد. الفصل الثاني: أهداف واستراتيجيات دول التحالف في حرب الخليج. الفصل الثالث: العسكرية العربية ومستقبل النظام الأمني العربي بعد حرب الخليج. الفصل الرابع. الأسلحة الذكية في حرب الخليج. الفصل الخامس: الدعاية والاعلام في حرب الخليج. الفصل السادس: حرب الخليج ومستقبل الكويت العسكري.
