تعتبر الإستراتيجية هو تعبير ذو أصل عسكري، ومن الناحية التاريخية ارتبط لفظ الإستراتيجية بلفظ الحرب وقيادتها، وعندما ظهر علم الحرب أصبحت إستراتيجية الحرب فرعاً من فروعه.
وبدأت الجهود الجادة لتدوين فن الحرب مع نيقولا ميكيافيلي، الذي كتب كتاباً بعنوان "فن الحرب"، وترجع بداية الدراسة العلمية للموضوع إلى منتصف القرن الثامن عشر، عندما قام هنري لويد الإنكليزي في مقدمة كتابه عن تاريخ حرب السنوات السبع بتدوين عدد من النظريات العسكرية العامة وأسس الإستراتيجية الحربية.
يقصد بالإستراتيجية في المجال العسكري إستخدام القوة المسلحة بواسطة الدول لتحقيق أهدافها، ويمكن الإشارة إلى ثلاث إضافات فكرية واضحة ساهمت في تطوير المفهوم وتحديد معناه.
ففي البداية سادت تعريفات حصرت مفهوم الإستراتيجية في إطار قيادة المعارك وجاء ليدل هارت لينتقد هذه التعريفات ويوسع من مفهوم الإستراتيجية لتشمل كيفية إستخدام القوة المسلحة عموماً لتحقيق الأهداف السياسية، ثم قدم "بوفر" إضافته التي أخرجت مفهوم الإستراتيجية من إطاره العسكري إلى إطار أوسع يعتبر القوة المسلحة أحد أبعاده ومجالاته.
يتألف الكتاب من أحد عشر فصلاً تتحدث عن طبيعة الحرب، وقوانين الصراع المسلح ووسائط الصراع المسلح وتأثيرها على طابع الحرب، والجغرافيا الإستراتيجية، وأسس الإستراتيجية، والإستراتيجية المباشرة وغير المباشرة، وصلة الإستراتيجية بالسياسة والمعنويات، وتطور الإستراتيجية حتى بداية الحرب العالمية الأولى، وتطور الإستراتيجية خلال الحربين العالميتين الأولى والثانية، والإستراتيجية العسكرية للولايات المتحدة، وخصائص إستراتيجية الحرب المقبلة.
