إن نجاح المشروعات الصناعية والاقتصادية لا تتوقف على توافر المواد الخام ورأس المال والآلات الحديثة والأيدي العاملة فحسب، بل يتوقف على عوامل أخرى أهمها وجود تشريعات عمل جيدة للعمل تضمن الاستثمار الأفضل لعناصر الإنتاج وتحقيق مصلحة صاحب العمل والعامل والمجتمع بالتوفيق بين زيادة الإنتاج وحماية العامل. لأن لتشريعات العمل التأثير الواضح في الحياة الاجتماعية والاقتصادية والسياسية، خاصة أن قوة ومكانة الدول في العصر الحديث لا تقدر ولا تقاس بقوة جيوشها، بل بمتانة اقتصادها الوطني، ولهذا تدرس تشريعات العمل ضمن مناهج كليات الحقوق في جامعات العالم، ومنها جامعة جرش.
وعندما باشرت بتدريس (قانون العمل) في جامعة اليرموك عام 1993 لم أجد أي مؤلف علمي جيد للعمل، نظراً لمضي مدة طويلة على صدور القانون القديم بحيث لم يعد يتوافق مع التطور الذي طرأ على مستجدات علاقات العمل، وهكذا صدر قانون العمل الجديد (رقم 8) لسنة 1996 ودخل النفاذ ف 1996/6/17، وبادرت مسرعاً إلى تغيير المذكرات التي أعددتها عام 1993 من أجل احتواء المبادئ الجديدة التي جاء بها القانون الجديد.
لكن هذه المذكرات لم أحولها إلى كتاب مطبوع، لأن القانون الجديد أبقى على الأنظمة والتعليمات والقرارات الصادرة بموجب القانون القديم والتي لا تخالف أحكامه، لمدة لا تزيد عن السنتين واستلزم إصدار أنظمة وتعليمات جديدة لتنظيم العديد من المسائل الواردة فيه، كما لم تكن قرارات قضائي متعلقة تطبيق نصوصه قد صدرت بعد.
ولهذا السبب تأخر إصدار الكتاب بشكل نهائي وشامل في شرح قانون العمل الجديد إلى حين صدور تلك الأنظمة والتعليمات التي أكد المشرع على ضرورة وضعها، إلى عام 2001. ثم أدخل المشرع عدة تعديلات على القانون الجديد، فكان لا بد من إعادة طبع الكتاب طبعة ثالثة لاحتواء أحكام هذه التعديلات.
