يسعى هذا الكتاب لاستعراض آراء النخبة والخبراء الذين ساهموا في تدوين الدستور الإسلامي، وهو يضم آراء تفصيلية وتفسيرية للدكتور البهشتي حول الدستور. بعد أن كان له دور مهم في تدوينه. وهكذا ضم القسم الأول محاضرته القيمة حول (النظام السياسي في الدستور) التي ألقاها في حسينية الإرشاد بطهران يوم 30/11/1980م.
والقسم الثاني ضم محاضرة ألقاها هذا العالم الحكيم في مدينة مشهد المقدسة في صيف عام 1979م تحت عنوان (حول الدستور). والقسم الثالث يضم مقابلة صحفية حول الدستور، نشرت في صحيفة الجمهورية الإسلامية يوم 6/7/1980م.
ويختم الكتاب بملحقين: الأول خطبة أمير المؤمنين علي رضي الله عنه في نهج البلاغة، ويتناول فيها الحقوق المتبادلة بين الحاكم المسلم والشعب، وقد أورد الدكتور بهشتي مقاطع منها خلال أحاديثه. والثاني: النص الكامل لدستور الجمهورية الإسلامية الذي أقر عام 1980. إضافة إلى التعديلات التي طرأت عليه خلال إعادة تقييمه وتقويمه بعد عشرة أعوام من إقراره.
