هذا الكتاب هو قراءة نقدية - تحليلية لواقع سياسي قائم، ولقد حاولت بجهد لا يخلو من تقصير، الإقتراب من الصورة الراهنة لواقع الدولة والمجتمع في دول الخليج والجزيرة العربية، مع التركيز على جملة العوائق التي تقف أمام مشروع التطوير السياسي وأرفقته بمناقشة لأهم العقبات التي حالت دون إنتقالها إلى حال أفضل كما تأمل شعوب المنطقة.
لإنجاز مثل هذه المقاربة سعيت إلى تظهير التداخل الفعلي بين الدولة والسلطة والمجتمع وأثر ذلك على عرقلة التطور السياسي في دول الخليج العربي؛ وفي السياق إياه كان لا مناص من نقد مساعي السلطة لإلغاء تأثير الفعاليات الإجتماعية في المعترك الداخلي، مع بيان لحالة المجتمع ونقد السلبيات التي رافقت حركته السياسية، من خلال تقويم أداء القوى السياسية الفاعلة، وتسليط الضوء على دور وتأثير الإتجاهات الطائفية والقبلية على مستقبل التنمية السياسية في دول الخليج.
أما المسار البحث في هذا الكتاب فقد بسطناه على ستة فصول جاءت على النحو التالي: يتضمن الفصل الأول مساءلة إمكان إستمرار الدولة الوطنية داخل الأطر التقليدية نفسها في ظل تصاعد التحديات العالمية، وظاهرة الإنفتاح العولمي والتداخل بين الدول، وفي الفصل الثاني، مَضينا إلى مقاربة مفهوم الدولة وإستدخاله - لأسباب شتى - بمفهوم السلطة، حيث لا يزال الحديث عن دولة لها شخصيتها الإعتبارية أمراً مبالغاً به في عموم البلاد العربية، فضلاً عن دول الخليج والجزيرة العربية؛ لقد ركزنا على جملة من سلبيات هذا التدخل القسري بين المفهومين.
أما الفصل الثالث فيعرض بصورة مسهبة إلى أنماط التحول نحو الديمقراطية، عبر معاينة إستقرائية في تجارب عدد من دول أوروبا وأميركا اللاتينية، في الفصل الرابع، تركز البحث على شرح الواقع الإجتماعي بما فيه من سلبيان تراكمت نتيجة للعلاقة الملتبسة بين المجتمع والدولة؛ وفي الفصل الخامس، أضأنا بإسهاب على الصلة الحائرة بين السلطة والمجتمع في الخليج، وهي الصلة التي تبدأ بالإنفتاح ثم لا تلبث أن تتوقف عند الإنغلاق التام، أما الفصل السادس، فينتهي إلى الجدل حول إمكانية نسج ديمقراطية محلية في الخليج على غرار الديمقراطيات الأوروبية والآسيوية، آخذاً بنظر الإعتبار أن الديمقراطية ليست ثوباً جاهزاً للإستخدام، وإنما هي لا تزال في مرحلتها الجنينية التي ينبغي أن يساهم أبناء المنطقة في صياغتها وتطويرها.
