عندما نتحدث عن المجتمع المدني فإننا نتحدث عن مجتمع مدني محايد، لا علماني أو رأسمالي أو غربي أو مسيحي، ونتحدث عنه بوصفه فضاء المؤسسات السياسية والاجتماعية والاقتصادية والثقافية التي تعمل في استقلال عن سلطة الدولة وتسعى لإنجاز أغراض ومصالح عمومية، ولا نتجدث عن قيم ملحقة أو مدمجة به، ونجد في هذا التوصيف للمجتمع المدني اقتراباً من المجتمع الذي يدعو إليه الإسلام بوصفه فضاء الحرية الذي يهيئ للأفراد فرص القيام بواجباتهم على أتم الوجوه في حالة من التواصي والتعاون والتعاضد من أجل الصالح العام.
