يهتم هذا الكتاب بتقديم إطار نظري شامل في مجال: أولاً: التعريف بالموضوعية في الأخبار، ومعنى الحياد والتوازن في عرض الأخبار، معنى التوظيف الأخباري، وأساليبه. ثانياً: دراسة وصيفية تاريخية للإذاعات الدولية الموجهة إلى الوطن العربي، والتعريف بأهدافها ووظائفها السياسية. ثالثاً: تحديد مفاهيم الأخبار وعناصر تكوينها ومصادرها وأنواعها وعناصر القيمة الإخبارية وأساليب معالجة ووحدات بناء الخبر وبناء النشرات الإخبارية وقوالب عرضها.
وفي الإطار التطبيقي يقدم هذا الكتاب نموذجاً لدراسة تطبيقية لكيفية معرفة أساليب توظيف اعتمدت منهج تحليل المضمون ووضعت نصب اهتمامها الإجابة عن الفرض التالي: "إن اتجاه الأخبار وموضوعاتها، ومصادرها وطرق التوازن في عرضها وأسلوب معالجة مضامينها وعناصرها الإخبارية وقيمتها والتكنيكات الدعائية المستخدمة فيها وترتيبها تتعرض للتوظيف بدرجات متفاوتة تختلف من إذاعة إلى أخرى".
ولما كانت موضوعة تحرير الأخبار في الإذاعات الدولية ومعرفة أساليب التوظيف التي تجري على الأخبار هي المشكلة الرئيسية التي تناولها هذا الكتاب، كانت الضرورة العلمية تقتضي من الباحث أن يعالجها من جانبين هما: الأول: التعمق في دراسة الترابط بين أهداف الإذاعات الدولية وسياسات حكوماتها من جهة، وبين سياسات التحرير التي تتبعها الإذاعات والنتائج الإخباري الذي يصدر عنها وعلاقة كل ذلك بالموضوعية المطلقة والحياد التام المفترض فيما يجب أن ينقل أو يذاع من أخبار. وهو الأمر الذي دفع إلى استخدام المنهجين التاريخي والوصفي للإفادة من إمكانات كل منهما في معالجة جزء من الإطار النظري لتأصيل الظاهرة التي يبحثها الكتاب وتحليل أبعادها وطبيعتها.
الثاني: تحليل النتاج الأخباري للإذاعات بهدف التعرف على أساليب ومضامين التوظيف، وذلك باستخدام منهج تحليل المضمون الذي يتيح ملاحظة الرسالة الإعلامية في الزمان والمكان الذي يحدده الباحث دون أن يشعر الراسل بذلك مما يوفر له مزيداً من الموضوعية.
وبعد فإن هذا الكتاب في إطاره النظري لم ينطلق من فراغ في قناعاته التي جاءت على صفحاته وإنما جاء عن دراسة تطبيقية أجراها الباحث على نشرات الأخبار في ثلاث إذاعات كبرى هي مونت كارلو، موسكو، صوت أمريكا، وقد لخص ذلك في الصفحات الأخيرة من هذا الكتاب.
