يهدف هذا الكتاب على دراسة تحرير الأخبار في الإذاعات الدولية والعمل على وضع مقاييس عامة وملموسة لقياس حجم ونوع المعالجات التحريرية التي تتعرض لها الأخبار بهدف إدخال رأي ما أو وجهة نظر معينة تنسجم ومصالح وأهداف القائم بالإتصال وهي المعالجة التي يستوعبها مفهوم التوظيف في الأخبار.
وتمكن دراسة مثل هذا النوع عند اعتماد مقاييسها معرفة الحدود الفاصلة بين الأخبار باعتبارها حقائق مجردة تعبر عن أحداث وقعت بالفعل وبين الأخبار التي تصاغ أو يضاف إلى وقائعها المجردة معلومات بهدف تحقيق أغراض دعائية نفسية أو سياسية. وعموما يقدم هذا الكتاب إطارا نظريا شاملا في مجال:
التعريف بالموضوعية في الأخبار، معنى الحياد، التوازن في عرض الأخبار، معنى التوظيف الإخباري وأساليبه - دراسة وصفية تاريخية للإذاعات الدولية الموجهة إلى الوطن العربي، والتعريف بأهدافها ووظائفها السياسية - تحديد مفاهيم الأخبار وعناصر تكوينها ومصادرها وأنواعها وعناصر القيمة الإخبارية وأساليب معالجة الأخبار ووحدات بناء الخبر وبناء النشرات الإخبارية وقوالب عرضها.
