إذا كان النظام التعليمي هو الذي يحدد الأهداف العامة للمدرسة وللتعليم، وإذا كان قد عجز عن الاستيلاء على وعي جميع المعلمين بالقدر الذي عجز فيه عن ضبط شروط تعيين أساتذة مؤسسات الإعداد، إلا أنه نجح إلى حدّ كبير في إقناع الأكثرية العظمى من المعلمين في استبطان أيديولوجيته استبطاناً كاملاً وتنفيذها بدقة وإخلاص.
وانطلاقاً من ذلك، حاول المؤلف في البحث، الذي يتضمنه هذا الكتاب تقديم بعض الملاحظات والآراء حول تنظيم كلية التربية ومناهجها في لبنان، وذلك في ثمانية فصول، تناولت صورة المعلم والعلاقة بينه وبين تلميذه ودوره، ووظيفة الأهداف المعلنة لمؤسسات الإعداد، وشروط القبول لهذه المؤسسات، ووظيفة كل من علم النفس التربوي ومقرر "المنهج والطرائق العامة"، ومقرر "النظام التربوي في لبنان" ومقرر "علم التربية الاجتماعي" والتربية المقارنة.
