رغم وجود العدد الهائل من كتب الدبلوماسية ذات الصيغ النظرية، فإننا من النادر جداً أن نجد كتاباً واحداً يتحدث عن العمل الدبلوماسي من ألفه إلى يائه، يكون مرشداً ومرجعاً للدبلوماسيين الشبان أو لأولئك السفراء الذين لم يأتوا من وزارة الخارجية بل من مؤسسات أخرى في الدولة.
ومع أن العديد من الدول المتقدمة تقوم بتدريب هؤلاء في مراكز خاصة إلا أن الكثير من دول العالم الثالث ومن بينها الدول العربية ما زالت تفتقر إلى مثل هذا النوع من التدريب، فيذهب الدبلوماسي العربي هائماً على وجهه، خجلاً، خائفاً، وحذراً، لا يعلم إن كن ما يفعله صحيحاً أو خطأ، فيبدأ بالتقليد والذي يمكن أن يكون خاطئاً، فالتقليد في بعض الأحيان يمكن تشبيهه بالطالب الكسول الذي ينقل في الامتحان عن طالب كسول مثله فتكون النتيجة رسوبهما معاً. هذا الكتاب ليس إلا محاولة متواضعة لإلقاء الضوء على أحد أهم أشكال العمل الدبلوماسي، ألا وهو العلاقات الثنائية بين دولتين، وهو في حد ذاته كتاب إرشادي للطالب الأكاديمي ومرجع للدبلوماسي العامل في وزارة الخارجية أو في إحدى البعثات في الخارج، أكان مبتدأً أم متمرساً، لأنه يمنح القارئ فكرةً عن أشكال العمل الدبلوماسي في العديد من دول العالم في قديم الزمان أو العصور الحديثة أو المعاصرة. كما ويقدم له صوراً نموذجية لأهم الرسائل التي يتمّ تداولها بين السفارات أو مذكرات خطية تعرض لبعض القضايا الدبلوماسية، هذا إلى جانب ملحق اشتمل على صورة عن اتفاقية فيينا للعلاقات الدبلوماسية.
