اشتمل على عرض مفصل للخلفية التاريخية والقانونية للموضوع من أجل الوقوف على نشأة الوظيفة العامة ثم تعرضنا للنظرية العامة لأنظمة الخدمة المدنية بنوعيها النظام المغلق والنظام المفتوح وأنظمة الخدمة المدنية في العالم الثالث ضمن المبحث التمهيدي وتناولنا في الفصل الأول دراسة مفصلة للأجهزة المركزية التي تشرف على الوظيفة العامة والأجهزة المتخصصة المساندة لها. ثم حاولنا تتبع المسار الوظيفي للموظف العام (ضمن الفصل الثاني) حيث درسنا المسار الوظيفي للموظف العام وذلك منذ تعيين الموظف وحتى انفكاكه من الخدمة بإحدى الطرق المتعارف عليها، محاولين تبيان حقوق الموظف وواجباته والنظام التأديبي للوظيفة العامة. وخلال المقدمة والفصلين المذكورين تمت دراسة الموضوع من الزاويتين القانونية والإدارية محاولين الاستفادة من أدبيات القانون الإداري والإدارة العامة بهدف اكتمال الفائدة للدارسين والمهتمين بهذا الموضوع سواء أكانوا من الطلبة أم الإداريين أم الأكاديمين المتخصصين. وحظي ديوان الخدمة المدنية بالدارسة المسهبة لأنه الجهاز الموجه للوظيفة العامة ولأن عملية اصلاح الوظيفة العامة ومن وجهة نظرنا يجب أن تبدأ به. ونظراً لصدور منظومة النزاهة الوطنية وآلية عملها فقد ارتأينا من منطلق علاقتها الوثيقة بهذه الدراسة تناولها بالتحليل محاولين تطويرها من خلال الكشف عن الحلول العملية التي تعتري الوظيفة العامة. وكان جل اهتمامنا التعبير عن الأفكار الواردة بأقصر العبارات دون اللجوء إلى الإنشاء أو الحشو مما ينسجم مع طبيعة المادة العملية الواردة فيه. والكتاب ورغم التأني في إخراجه لا يخلو من الثغرات، لكنه محاولة جاده لعرض الموضوع بجوانبه النظرية والعملية.
