إن الدراسة التي تستطيع أن تجمع بين النظرية والممارسة، أو أن تقرن الجانب النظري بالجانب العملي، أو أن تدعم النظرية بما تتمخض عنه الممارسة، تعتبر من أفضل الدراسات وأكثرها فائدة. والدبلوماسي الذي يمارس مهنته بوعي ودراية يعدّ من أمهر الباحثين في عرض النظرية ودعمها بالممارسة، وفي تحقيق عملية المزج والتفاعل بين النظري والعملي، وفي اكتشاف الهنات والثغرات التي تشوب الجانبين، وفي التعرف إلى مواضع التناقض والتباين بينهما.
في 10/11/1984 ناقش السفير"عاصم جابر" أطروحته التي تحمل العنوان الذي يتصدر الغلاف "الوظيفة القنصلية والدبلوماسية في القانون والممارسة" ونال عليها أرفع الدرجات التي تمنحها كلية الحقوق والعلوم السياسية والإدارية في الجامعة اللبنانية لتخرجيها النجباء.
وفيها يوضح المؤلف المفهوم الحديث للوظيفة الدبلوماسية والقنصلية، قانوناً وممارسة، في ضوء أحكام القانون الدولي والقانون اللبناني والقانون المقارن، وفي إطار من البحث العلمي والجدي والتحليلي، مستنداً إلى الاتفاقات والمعاهدات الدولية، وإلى القوانين اللبنانية والأجنبية، وإلى تعليمات وتعاميم وزارة الخارجية اللبنانية ووزارات خارجية دول عدة وغلى مؤلفات وأبحاث الفقهاء الدوليين والمحليين، وإلى الاجتهاد الدولي الداخلي، وإلى خبراته الشخصية... وهدفه من هذا العمل تقديم دليل للمهتمين بالعمل القنصلي من رجال السلك الخارجي وأساتذة القانون وطلاب المعرفة.
وفي أطروحته هذه لم يكتف المؤلف بسرد النصوص والاستشهاد بالقوانين والاتفاقيات، وإنما اعتمد على الوقائع والممارسات والأمثلة، محاولاً أن يستخرج منها العبر والدروس، وتبين مدى صحتها ومدى توافقها أو اختلافها مع القوانين والأنظمة، مشيراً إلى مدى تأثيرها في التطورات والتغيرات التي طرأت فيما بعد على الاتفاقيات الدولية. وتلك مهمة صعبة لا يجيدها إلا من أوتي مهارة في البحث وحنكة في تحليل العلاقة بين النظرية والتطبيق أمثال الدكتور "عاصم جابر" هذا وقد ارتأى المؤلف لمعالجة الموضوع والإحاطة به من مختلف جوانبه، أن تكون الدراسة على أربعة أقسام: القسم الأول: التطور التاريخي للعلاقات القنصلية ومصادر القانون القنصلي، القسم الثاني: العلاقات القنصلية في إطارها العام، القسم الثالث: الحصانات والامتيازات القنصلية، القسم الرابع: الوظائف القنصلية.
