ترجع أهمية هذه الدراسة فيما تمثله القوانين الأساسية من أهمية باعتبارها مصدرًا تشريعيًا مكملًا للنصوص الدستورية، حيث تلعب القوانين الأساسية دورًا لا يمكن إغفاله في الأنظمة الدستورية للبلاد.
فعلى الرغم من أن الوثيقة الدستورية تعد اهم مصدر للقاعدة الدستورية، إلا أنها ليست بالمصدر الوحيد، وذلك لأنه يوجد في بعض الأحيان موضوعات تتعلق بالقانون الدستوري يرد النص عليها في قوانين يطلق عليها القوانين الأساسية المكملة للدستور، وبالتالي فإن هذه القوانين تعد مصدرًا من مصادر النظام الدستوري في الدولة.
وقد اهتمت هذه الدراسة بتحديد مفهوم القوانين الأساسية والهدف من إنشائها وتمييزها عن القوانين العادية، ومجالات عملها وإجراءات إصدارها، والمكانة القانونية التي تحتلها هذه القوانين في سلم التدرج التشريعي للقواعد القانونية من خلال دراسة مقارنة اشتملت على آراء الفقه وأحكام القضاء في ظل الدساتير المقارنة.
ويعد هذا المؤلف من الأبحاث القانونية المعدودة في الوطن العربي الذي تناول هذا الموضوع رغم أهميته الكبيرة باعتبار أن القوانين الأساسية تعد مصدرًا تشريعيًا مكملًا للنصوص الدستورية.
